On June 13, 2025, the Bachelor of Public Administration Program at Parahyangan Catholic University (UNPAR) organized a guest lecture as part of the Public Finance course enrichment program. Carrying the theme “The Oversight Function of the Bandung City Regional House of Representatives (DPRD) in the Regional Budget (APBD),” the event featured two distinguished speakers with extensive experience in regional governance and public financial oversight.
The first speaker, H.M. Salman Fauzi, S.IP., M.Si., Secretary of the Bandung City Regional House of Representatives (DPRD), provided a comprehensive overview of the DPRD’s role in supervising the formulation and implementation of the Regional Revenue and Expenditure Budget (APBD). He emphasized that legislative oversight is essential for ensuring transparency, efficiency, and accountability in the management of public finances, ultimately supporting better public services and community welfare.



The second speaker, Dr. Edi Siswadi, M.Si., representing the Expert Team of the Bandung City DPRD, offered both academic and practical perspectives on the effectiveness of legislative oversight in regional financial governance. His presentation highlighted current challenges and opportunities in public financial management, while underscoring the importance of collaboration between local governments, legislative institutions, and the public in promoting accountable governance.
The guest lecture was attended enthusiastically by students enrolled in the Public Finance course. Interactive discussions between the speakers and participants enriched the learning experience by connecting theoretical concepts with real-world practices in regional financial administration and public policy implementation.
Through this activity, the Bachelor of Public Administration Program seeks to strengthen students’ critical understanding of regional public finance while encouraging them to analyze public policies from both academic and practical perspectives. The guest lecture reflects the program’s commitment to preparing future public administrators who possess not only strong theoretical foundations but also a comprehensive understanding of contemporary governance practices.
